Re: the use of quotation marks: I think I know the reason. When a notice is made, someone has in his/her head about what the sign should say. But it is not the same person who will make the sign itself, so informatino is transferred. In doing so, said person deems the best way to protect the meaning and the exact order of letters in a particular word by putting the most important words between quotation marks. This is how the maker of signs see the text. This second person thinks quotation marks are there for a reason. And leaves the whole text intact.
I hope I was able to explain my theory about this phenomenon.
